Meeting Minutes: Monday, April 18, 2017

Present: Jacqueline Beebe, Town Administrator; Fred Guidi, Finance Committee; Mark White, Environmental Partners Group; Neil Andres, DPW Superintendent
The meeting was called to order by Jacqueline Beebe at 9:08 A.M.

Town Administrator Jacqui Beebe opened the meeting sharing that she had received notification that an NPS contractor had covered a portion of Route 6 and Nauset Road with small asphalt droppings over the weekend of April 15th. The committee agreed to follow up on the discussion as more information became available. NPS notified us and took responsibility to clean up.
Phase 2 Budget Discussion: Mark White of Environmental Partners Group passed out the latest Phase 2 cost forecast sheet, dated April 9th. Mr. White explained that the data represented updated cost estimates through 2017. Each Phase line was discussed, noting that Phase 2A included contracts 9 - 11. No additional easements will be needed for Eversource (District H). Mr. Andres remarked that the cost of bringing electricity to the site would be contingent on just how extensive the job turned out to be. Mr. White added that Phase 2 should consist of fewer easement issues overall. Phase II permitting requests have been submitted. There may be some issues with Phase IIB due to tank/well location and endangered species.
Operations Status: Operations startup costs include three Whitewater staff, with extra costs coming from the mandatory hookups. 2023 remains the projected completion date of the entire project. Mr. Guidi requested an update regarding the meter reading/water invoicing process. Mr. White explained that a flashdrive would be used to transfer data between the water clerk and Pennichuc for the outsourced billing process. Administrator Beebe assured Mr. Guidi that the town would be in control of payments to the town account. First official meter readings for those on town water will occur around May 1st, with a first invoice to be sent around June 1st, 2017. The Town anticipates mailing a letter to each water user explaining the billing process.
The next CPC Water meeting is scheduled for Monday, May 15, 2017 at 9 a.m.
